I'm not sure if the records are held by the Welsh Government or the DfT. This would be the way to check whether the current bridge is nearing capacity. To be honest, whilst it's busy and Cardiff Council seem to be expecting a population boom over the next decade, I doubt it'll need a second bypass bridge, particularly one with the awkward turn before the embankment (as you've drawn it.) I think the bute park bridge is just what they say it is, a way to get lorries into the park. Data on Annual Average Daily Traffic can normally be found here:
